Sergei Karaganov’s latest disruptive essay in ‘Russia in Global Affairs’

Sergei Karaganov is a well-known and highly credentialed Russian political scientist. As the four lines introducing him at the top of his latest article in the Russian language journal ‘Russia in Global Affairs’ remind us, he has a Ph.D. in history, he is a professor emeritus and scientific director of the Department of World Economics and World Politics at the prestigious Higher School of Economics in Moscow as well as being the honorary chair of the Presidium of the Council on Foreign and Defense Policy.
